A tall hat flopped over his eyes, and Otto bumped gently into a rock.

A tiny hat slid off and landed on a passing fish, who wore it like a crown.

A striped hat tickled his arm, and Otto laughed until bubbles floated up.

He tried to dance, but the hats bounced, spun, and tumbled in every direction.

His friends came to see the funny sight, and they clapped and cheered for Otto.

## Page 8

Otto lined the hats up again, neat and straight, one for each wiggly arm.

Then he led a hat parade around the reef, with everyone marching behind him.
